ipad/iphone turn off security

is it possible, by default, for end users to turn of encryption/PIN's/passwords for ipads and iphones? and is there an easy way to lock them down so that the end user cannot turn off security on their devices? they dont seem the easiest thing to manage. whereas on say windows laptops/desktops you can enforce security policies via group policy and then only give users basic user permissions on their device so they cant turn off security, but for smartphones/tablets this does not seem quite as easy to acheive.
