questions about oracle weblogic cluster

We have now oracle weblogic running OK with one production server FManagedServer. See image attached.
Now I want to create a cluster. Questions are:
1- Can I clone this production server FManagedServer to a new server FManagedServer2 and create a new cluster for free? I mean, without to pay nothing else?
2- Can I use apache server as inverse proxy (balancer) to this cluster?
2- If there another requirement to create a weblogic cluster?

1. check if you stay on licenced cpus (by means of cpu licence or named user licence)
2. yes, it is much faster than mod_wl
3. Node manager

Is node manager part of weblogic? Or do we have to buy apart?
Open weblogic management console
Open weblogic admin guide PDF
Configure weblogic node manager
Start it
Go to weblogic console and add local node manager as a host (Env/Hosts).

Or you have a better idea on how to start managed servers?
