Is there a way to open a shortcut / browser window to a set zoom, but not affect other windows going forward?

a user wants to open a window to security camera system on their lan.  It opens OK in IE 11 on win 7.  But at 100% zoom on that PC, it's a bit too small. Control + gets the zoom to 125% and that's perfect.  is there a way to add zoom to the command line so that window opens at 125% but no other windows?  

Or do I have to script things / make vb  that I don't know?  If that's the case, I'll just tell them to press control + if they want it bigger and then control - when done?
