Is there a way to open a shortcut / browser window to a set zoom, but not affect other windows going forward?

a user wants to open a window to security camera system on their lan.  It opens OK in IE 11 on win 7.  But at 100% zoom on that PC, it's a bit too small. Control + gets the zoom to 125% and that's perfect.  is there a way to add zoom to the command line so that window opens at 125% but no other windows?  

Or do I have to script things / make vb  that I don't know?  If that's the case, I'll just tell them to press control + if they want it bigger and then control - when done?

There is way to set the default zoom level for IE. The article below describe it on how to do it for IE9 but this is applicable for IE10 and IE11 as well.

Not sure if it is possible to do it for one website.
