as @CraigBeck mentions - you need a controller to operate the AP125 - as it is a lightweight AP.
Aruba - however, have some instant APs - but the AP125 was never deployed as an IAP (at least in EMEA)
Yes, you must have an aruba controller to manage the AP125, as this product line was before the release of the IAP line. Essentially, when the unit is powered on, the controller will discover it. Then, you can provision it based on your needs. Keep in mind that if it isn't new you will need to factory reset it before you can configure it.
