Android Server App deployment

I have been unsuccessful in deploying a Multicast server application and I suspect that this is due to insufficient rights of some kind.
The server application was written with Embarcadero XE8 C++ Builder an just listens on UDP port 60. I have tried different ports all with the same result.
I and am using the Indy10 Multicast server component listening on

The Error I get with the server app when deployed to the android device (Samsung GALAXY tablet model SM-T700) is Access denied.  
The device is brand new and I haven't installed any firewall apps. Do I need to root the  Android device in order to run the multicast server app ?

On most Linux  based distributions you need to be root to open any port number 1023 or lower to listen on.  You should be able to use any port number 1024 or higher.  Should not matter if it is multicast or unicast.

I guess that the only way I can get root priveledges on this Samsung Galaxy Tab S is by rooting it ?
