Last name changed- Email delivery to old last name and new last name

We need to have delivery to a users old last name and new last name within exchange, sent to the same outlook account. can that be done? Using Exchange 2010 and outlook 2013

Question is not clear, can you explain more, what are you trying to fix.

Externally - just have both email addresses on the account.
Internally, it shouldn't matter, as the underlying account is still the same. It only becomes an issue if you change the alias on the account. If you do that, then it is effectively a new account.
Very much depends on the reason for name change - if marriage then it usually doesn't matter and the alias can stay as it was. If divorce they usually want all references gone. In that scenario I usually create a new account, forward the old account to the new one, then hide the old one from the GAL.

It's marriage. But I believe the alias was changed. Can it be changed back and it still work?

If the alias was changed, you are going to get bounces in most likelihood.
Create an X.500 address for the old alias so that both the new one and the old one are valid.
