Recommend TeamViewer -- it works great and is free for personal use.

Install the Full version on a system you want to be able to access remotely at any time.
... or if you just need to take control of a system occasionally, have the user download the Quick Support version -- then they just need to run it when they want you to take control of their system.

If this is for a work environment where you are using an Active Directory domain I recommend using the built in programs I mentioned. Especially if you don't want to/are not allowed to introduce third party programs.
If you are not on a domain then Gary and I agree that TeamViewer is a good choice. I have used it to support people around the world and find it very responsive and easy.
The domain tools may require the user to respond to a request to grant you access
TeamViewer has some nice features like being able to set it so that it reconnects after reboot (really handy if you need to remotely boot a system) and be able to take control of an unattended system.
