sql agent turned off when system restart

in the sql error log I see this (on boot)

2015-05-16 04:55:01.550      spid51      Configuration option 'Agent XPs' changed from 1 to 0. Run the RECONFIGURE statement to install.

what is the property that would turn this off on reboot? (prefer not)

Is the SQL Agent service set to manual rather the automatic?

Try restarting SQL Agent - I think the message you mention might be spurious.

This doesn't mean that SQL Agent is off. Means that the use of Extended Stored Procedure (xp_*) are disabled and that's the default configuration.
If you want to enable it run the following script:
sp_configure 'show advanced options', 1
sp_configure 'Agent XPs', 1

I checked services.msc, it is set to automatic (sql agent)..

could there any other setting that turns off the SQL Agent when system starts? (otherwise the Agent was running last week and jobs everyday.. only the reboot does this)

You need to check the log. The entry you've found is informational only and is miss leading you on the issue.

 line 148 has that statement.. (after all the

 xp_readerrorlog 2
 xp_readerrorlog 3
 xp_readerrorlog 4
 i don't see such statement.. (Configuration option 'Agent XPs' changed from 1 to 0. Run the RECONFIGURE statement to install.)hence my concern.
 This statement came after all these sections in the error log:
 Starting up database
Recovery is writing a checkpoint in database
CHECKDB for database
Service Broker manager has started. (this is line 106)
79 transactions rolled forward in database

Did you check the logs in Event Viewer? If the SQL Agent didn't start then it's there you should check for the logs.
