5.3.4 Message size exceeds fixed maximum message size

I am not able to recieve a 19mb tiff file via email, i am running exchange 2010. Here's what it says

>: Backend Replied [0d407555.0.1225308.00-041.2543209.p02c12m001.mxlogic.net]:  5.3.4 Message size exceeds fixed maximum message size (Mode: queuesafe)

I have tried to change the message limit to 20480 across global and server settings, even restarted the transport service. I do have a McAfee antispam service, even there the attachment size is set to 20mb.

What else i need to do to get this running?

You might need to increase more. Change it to 30 or 35 MB. During MIME conversion, size can vary from server attachment limit.

Also note that tiff format is not the most optimized format for file size.  Try a different format.

I wouldn't expect a 19mb attachment to get through a 20mb limit unless it was plain text, due to the encoding used for attachment handling.
 
The usual rule I use is a third more, so as advised above that could be 30mb or more.
