I wouldn't expect a 19mb attachment to get through a 20mb limit unless it was plain text, due to the encoding used for attachment handling. <br />

The usual rule I use is a third more, so as advised above that could be 30mb or more. <br />

I have tried to change the message limit to 20480 across global and server settings, even restarted the transport service. I do have a McAfee antispam service, even there the attachment size is set to 20mb.<br />
