touch -c -t 201505010000 iphoto

What is the name of the file?
/users/pictures/iphoto \library.photolibrary looks strange

iphoto is a folder or a file?

If you want to change the last accessed time to the current date and time -
touch -c /path/to/file
If you want to change it to a specific time , as Dan suggested -
touch -c -t 201505190000 /path/to/file
The latter would change the access date to May 19. 2015 at 0 hours 0 minutes.
I would agree with Dan that the file path seems odd. To get to my iPhoto library the path is:
/Users/jaywyckoff/Pictures/iPhoto\ Library/Library.iPhoto
