Broadcast Storm? (Video link)

I've been troubleshooting slow internet for a while, and though I'm waiting for a new router more able to handle our broadband speed, wanted to check on this.

We had an issue with a hardware loop a few years ago and I'm wondering if we're experiencing another broadcast storm.

I'm not sure if this video is enough to tell, but here it is anyway. I'm 90% sure that the switches in the closet as pictured below are not looped into eachother, as I've unplugged everything and rewired within the last 6 months.

In case of a broadcast storm you will have serious troubles on a simple ping; the workstations network connection sign will show disconnected and connected in a loop and other strange behaviors. are you experiencing such things? If no, you have no broadcast storm. The slowness of traffic is not the case for broadcast storm. In broadcast storm at least one switch will crash!

If you install Wireshark on a laptop and monitor the network traffic, it should show if there is excessive broadcasts or STP (spanning tree protocol) packets.  And these switches may have options for loop guard protection, can you verify the model numbers?
