IE10/IE11 Installation Failure on Windows 7 Pro 64 bit PC

Hello all,
I am having a weird issue on one of my PCs.  It is a Windows 7 Pro 64 bit SP1 PC and it can run all of the updates from Microsoft with no problem EXCEPT for Internet Explorer 10 or Internet Explorer 11 (it currently has IE9 on it).
I have downloaded these two versions of IE and have tried to manually install them.  It goes half way through then comes up and states that it Cannot Finish Installing these two updates.  When I try to do the updates from Windows updates is says that it fails.
I have tried everything that I can find on the internet but nothing works.  From clearing out the updates to making sure that Volume Copy service is started to doing the download system readiness tool, nothing works
Like I said every other update from Microsoft that I install works great except for IE10 or IE11.
I have also ensured that there are no viruses or malware on this system (have ran Malwarebytes, Hitman Pro, Superantispyware, and adwcleaner and all have come back clean).
Has anyone run into this and can provide some type of fix?

That went farther in the install but then it bombed off and states Internet Explorer Did Not Finish Installing.
In the event viewer I get three errors and they are all the same:

You have tried so many fixes without success.   I suggest you do a Repair Install
http://www.sevenforums.com/tutorials/3413-repair-install.html
This should not affect personal data or installed programs, but it is always a good idea to do a backup first.

Hello,
Did a repair install this morning and it is still buggered up.
Will be doing a format of the disk and then installing the OS and all other programs.

This got me on the right path on this bugger of an issue.

Glad to hear the suggestions were of some help.  If you ever learn what the problem was, please let us know.
I neglected to suggest you uninstall IE9 before trying to install IE11.
