International payment Providers with API

One of our International clients needs a web application where users can send money to people in Thailand. Are there any service providers like Xoom with an API we could integrate with.  Paypal might offer but the charges seem to be high.

I used to know of a few companies, one I remember was Microchannel Far East.  You also might tell them to go to their local bank to see what they offer there.  

If they had a SSN / EIN and a US bank account and US address they could get a US merchant account.  A bank account is a little easier to get and a lot easier if they come to the United States, most banks will open an acct without a SSN if you come since this can satisfy the You Know Your Customer (YKYC) (as long as the acct is not interest bearing) - I actually just did this a few months ago.

I'll look to see if there are some others, but it is going to be more than 1.95% / $.25, $8.00, free payment gateway, things are just different in other countries with the card associations having different regs.

I have heard of Omise - 

They are a payment gateway with an API toolset that process in Thai Baht. Transaction fees are around 3.65% with minimal startup fees.

I have not used this service personally, but it looks like it is worth consideration.
