I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

If all the users are just browsing, you can probably get away with very little.  As no one is complaining right now, I'd just add the users and see if anyone says anything.

On the other hand, if you have people who watch YouTube or listen to Pandora, or otherwise stream data all day, you might want to bump up the bandwidth in anticipation.  Double (4Mb/sec) should be a good place to start.

I always recommend getting the fastest internet connection you can afford.  On this computer I have a 10Mbps connection that costs about $60 per month.  For 45 people, that would be about $1.33 per person.

it really depends, while more is better, you may not need it.  I work at a hotel for years, with over a 1000 employees and believe it or not, we used only a T1.  But internet was tightly controlled, streaming content and such was not allowed.  However I now have 250 co-workers and we are more internet heavy and have a 50meg fiber circuit.

DSL/Coax and true ethernet/fiber service can make a big difference as well.
