I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Check all the exchange services are running.
Check if there are any critical event in application logs in exchange.

That looks pretty fatal.
The last time I saw that I ended up rebuilding the domain.

However do go through this article:

Do only step 1 to 12 skipping steps 7 and 8. Reboot, if the problem continues try step 15 but ONLY after taking a backup.

The other option is to call Microsoft support and get them involved. It is an AD issue, rather than Exchange and those are complicated to setup.

Thank You for your reply. This artcile applies to Windows 2003. We are running SBS 2011.I am able to create AD account using ADUC.Its just the mailbox and DL creation having issues

I am aware the article applies to Windows 2003, however the techniques involved are the same, because AD hasn't changed. It is an AD issue, and it is a very nasty one - you should prepare for the worst.
