Using Intelligent Mail Barcoding in Excel 2013

I downloaded the uspsEncoderMsOffice64-1.3.1 from the post office website https://ribbs.usps.gov/onecodesolution/download.cfm?downloads=Office&selection=5 . in the excel file in column P there should be a 65 character string and in column Q there should be the intelligent mail barcode but is shows #VALUE!.

Attached is a previously solved spreadsheet but when i change the values for columns J, K, L, and M the previously seen character string and Intelligent mail barcode changes to #VALUE!. I haven't changes any of the cell formatting. If i go into a cell and hit enter the same thing happens.

I checked and the encodefsb is in my library and so is the fsb module in the vba section.

Any assistance on how to fix this issue would be appreciated.

Your sample workbook works for me with Excel 2013 (32-bit).

One pitfall might be downloading the wrong version of the .dll. It comes in 32-bit and 64-bit versions, and you must pick the one that matches your version of Excel. FWIW, Microsoft recommends running 32-bit Excel for better compatibility. You can do so even if you are running 64-bit Windows (as I am doing).

I can reproduce your #VALUE! error if I uncheck the reference for EncoderFSB 1.1 Type Library in the Tools...References menu item in the VBA Editor. I also had to comment out the first two statements in the FSB function code (in module FSBModule (otherwise I got a never-ending sequence of debugger errors on those two statements).

So to summarize:
1. Are you absolutely positive that you downloaded the correct version of EncoderFSB from the USPS web site?
2. Is the reference for EncoderFSB 1.1 Type Library checked? If you see (MISSING) EncoderFSB 1.1 Type Library, then you need to click the Browse button and navigate to the folder where that .dll file can be found to remove the (MISSING).
