Exchange 2007 GC server issue

Hi

I am attempting to install Exchange server 2007 onto a DC running Windows server 2008 R2 SP1 and I receive the error:

Cannot find at least one global catalog server running windows server 2003 server pack 1 or later in the local active directory site.

I have an existing server which is a GC and a new server with fresh installation of server 2008 R2 which is a GC. Both are Domain Controllers.

Here is what I have done already:

All updates are in.
I have run LDP and established that both Global Catalog servers are TRUE.
The Server has two network cards. I have disabled the card which is not being used and amended the bindings so that the one that is being used is at the top of the binding order
I have unchecked IPV6 from both network cards
I have restarted the server after each change
I have looked in AD Sites and both servers have the GC box checked
I have tried running the setup as administrator
I have run DCDIAG for both DCs and have included the output below

Because I have done so much troubleshooting on this issue I think that I may have missed a simple step somewhere which is why I am asking you good folks to hopefully point me in the right direction.

First off, Microsoft does not recommend having Exchange installed on a Domain Controller unless it is in a SBS environment. Another thing is the DC that you are installing it on is it also a Global Catalog server? When you install Exchange on a DC it can only reference itself (DC) so if it is not a Global Catalog server as well then this could casue an issue.

Also, have you prepard the domain correctly before trying to install Exchange?

I agree to Will, you shouldn't install Exchange on a DC. Install it on a new member server.

Thanks so far guys. Couple of answers for you:

1. The GC is on both DCs

2. Here is the history which should make sense as to why I am using one server. I have an existing server which has 2008 R2 and Exchange 2007. The client wishes to utilize the existing server on a different site/domain so we purchased a new server and installed Server2008R2 and DCPROMO it to the existing Domain with a view to de-commissioning the existing server. So we will be left with one server only.

I thought that the Domain Prep went through as part of the installation?

Sorry, should have said that as the Domain already has exchange surely the Domain Prep has already been done?

Once you have installed Exchange on a DC you cannot demote the DC or it will break Exchange.

Thanks Will I have already got that in hand.  Once I have Exchange installed onto the new server I will move all of the exchange mailboxes over to the new exchange server then transfer all of the domain roles over to the new server including schema and naming master roles then DCPROMO out the existing DC leaving me with just one DC which will also be the Exchange server.
