Squid Proxy Server not processing ACL correctly

i am at my wits end here. im running squid proxy server v3 on centos and have been going at this for 2 days straight. im new to this but i have combed through forums, asked questions on forums and definitely put in serious effort.

here is whats happening

i have a single src ip i want to be able to have access to about 30 ips on the proxy. i have added outbound ip:ports and everything is working except for the fact i can connect from ips that are not in the defined src address.

You can connect from all ranges defined as localnet and you have defined as localnet, the all ranges of private IP addresses that could be possible:

acl localnet src      # RFC1918 possible internal network
acl localnet src      # RFC1918 possible internal network
acl localnet src      # RFC1918 possible internal network
acl localnet src fc00::/7       # RFC 4193 local private network range
acl localnet src fe80::/10      # RFC 4291 link-local (directly plugged) machines

And below is the directive which is permitting (allowing) this:

http_acces allow localnet
