apache tomcat

Pleas can someone please tell me why the attached tomcat server.xml file ( from xampp windows installation) does not allow the tomcat server to start on port 8009

I havetried everything to get it to start but I get the following error in xampp control studio:
Tomcat Started/Stopped with errors, return code: 1
08:12:59  [Tomcat]       Make sure you have Java JDK or JRE installed and the required ports are free
08:12:59  [Tomcat]       Check the "/xampp/tomcat/logs" folder for more information

Are the ports free? Java is installed? Do the Tomcat logs give any more information?

Check the state of the ports using netstat via a cmd window.

Something like "netstat -a -n -o"

logs give nothing

I now get this in the xampp control panel:

Problem detected!
11:04:31  [Tomcat]       Port 8080 in use by ""C:\Program Files (x86)\PostgreSQL\EnterpriseDB-ApachePHP\apache\bin\httpd.exe" -k runservice"!
11:04:31  [Tomcat]       Tomcat WILL NOT start without the configured ports free!
11:04:31  [Tomcat]       You need to uninstall/disable/reconfigure the blocking application
11:04:31  [Tomcat]       or reconfigure Tomcat and the Control Panel to listen on a different port

Then if I try to restart the Tomcat I get:
Tomcat Started/Stopped with errors, return code: 1
11:04:54  [Tomcat]       Make sure you have Java JDK or JRE installed and the required ports are free
11:04:54  [Tomcat]       Check the "/xampp/tomcat/logs" folder for more information

NOTE: POSTGRE IS NOT RUNNING
I NEED TO SET TOMCAT TO RUN ON A DIFFEREENT PORT BUT IT WILL NOT ACCEPT ANY ALTERNATIVE PORT
HOW DO I DO THIS PLEASE

java tre and jdk are installed
the variables are also set

change port 8080 to 8009

your xml is using 9090
<Connector port="9090" protocol="HTTP/1.1"
               connectionTimeout="20000"
               redirectPort="8443" />

It is now working

Solution:
I added an xampp.ini file in the xampp root with the correct port
restarted apache
removed this xampp.ini file
thenI was able to start Tomcat as a service  and access via a web browser on 9090
xampp shows that tomcat Main port is 8005 and AJP Port is 8009
HTTP port is 2000 but this is not being recognised - I am accessing on 9090
The server is working as it should be and I can access all fields (after editing the xampp user.xml)

I have no idea what was happrening here but it now works
