The difference between a web designer and a web developer is that, in theory, the designer deals with the visual aspect while the developer deals with the functionality of the web app.
In reality, things are  way muddier. A designer needs some idea of programming and a developer needs some idea of design.

Web designer tends to build an user-friendly user interface that maximize the opportunities to meet its goals, like creating a booking ticket interface, bank's websites, mobile application that provide certain services, etc.

Web developer tends to be more technical in knowledge for backend programming to optimize the overall application's performance.

But in most of the time (as mentioned by Dan too), web designer will need to have certain level of technical knowledge, and web developer may also need a minimum skillset in designing. Both of them need to work together to exchange ideas.

-Learning how to use softwares and tools to build web interfaces
-Working and liaising with different stakeholders and know their requirements/requests
-Providing advices to recommend a solution to create new value into your content

I know some of html, css, php and mysql. as your both experience what tool should use for web designer and web developer?

As a start for html, css, php and mysql, I would recommend Dreamweaver for web designing and programming. For mysql, I'm using the Mysql Workbench. I'm happy for these tools for years : )

From web design you can see the difference of the design, and you'll learn about css, js, html tag with good design.

To use these Dreamweaver  is the best and easy to access.

web developer does about the backend whereas web designing does about the look of the page
