Windows 7 Outlook

I cannot get my Outlook program to send a message, it is stuck in my outbox "started to send" THis prevents me from using the Outlook Program.   "Cannot open this item Outlook has already begun transmitting this message."

Try turning off the computer completely, restarting and trying again,

Make sure the authenticated user (outgoing server) is correct (sometimes problems here)

Is this a new setup?
Did you run the check when you setup the account?
check your account settings and you probably need to check my server requires authentication (use my inbox settings) .. or something along that line.

Do you have any attachments in the message that it trying to send out? And if so, what's the total message size (You should see it in Outlook)?

yes an attachment, size is 35kb.

Check your settings and authentication (and Port settings as well) and please let us know about that. Outlook can send a small attachment like this with no issue.

You should try deleting the outgoing message, and then try to re-send it without the attachment (in case the server is having a problem with that specific attachment for some reason). And since it's giving you an error that the message is already in the process of transmitting, you'll need to completely kill Outlook (from the task manager), then disconnect your computer from the internet (either unplu the ethernet cable or disconnect the wifi), and then open Outlook again. It won't be able to start trasmitting the message, so you'll be able to go into the Outbox and delete it.
