Excel Add-in Trusted Location doesn't prevent error


I previously posted an error I was getting (shown in the image below), in trying to install an Excel Add-in on a company network.

I was told that the user needs to add the location to Trusted Location (shown in the following link), which I did, but the error persists.
Does the network administrator also need to do something?

Are you running this on a 64bit machine?
You need to enable the ClickOnce Trusting prompt.

and https://msdn.microsoft.com/en-us/library/bb772070.aspx to configure the inclusion list security
