Can Windows 7 Home premium be Upgraded to Windows 8 Pro without a clean install?

That is to 8 and not 8.1 I believe you have to do 8 first, then do the update from 8 to 8.1, that is you cannot go from 7 to 8.1 directly and keep the apps.

You can always upgrade to Pro from Home. Ever since XP, you could do this.
However, BACK UP first. It does not always work correctly.
