Question re: facial recognition software / program

Hello. I am a private individual, not a business, and I am not a computer professional.  I am in possession of a digital camera that was found in a hotel  room in Las Vegas.  There are MANY photos on this camera and I assume that the owner would want it back.  The hotel has been of no help in providing any information that would help identify the owner.  There are many photos of various people on the camera and so I am thinking that maybe a facial recognition program or some kind of internet photo search program might help identify someone in these pictures which could lead to the owner.  This is a one-off project just to try to identify the owner of the camera and so I do not want to spend a ton of money on software or applications.  Is there any free facial recognition software I could use?  Are there any companies who specialize in this kind of stuff?  Any ideas / suggestions?  Thank You.

You should either;
A.  Turn it into the hotel (if you feel that the owner is still an occupant of the hotel).
-OR-
B.  Turn it over to local law enforcement.

Thank you for the suggestions, however, the situation is much more complicated.  The camera was found in the hotel over 2 years ago.  It was found by someone who mailed it (for reasons way too complex to recap here) to someone else in a completely different part of the country.  We have reason to believe that the owner is on the East Coast and the camera is currently in Phoenix, AZ.  I can't see the local PD department spending any time on a project like this, which is why I am trying to look for alternatives.
Regardless, the local police department (or even FBI) would be more capable of handling the return of this property (if a return of the property is warranted).  If the owner wanted the property there is most likely a police report that has been filed with regards to the missing property.

Facial recognition requires a database and unfortunately, the internet is not free enough (nor does there exist any publicly accessible database) to allow the capability of performing an accurate search.

Another alternative would be the use of a Private Detective.
