Ask your ISP. My guess is that 3G is not truly disabled and the phone may be using data. What service do you use for phone calls. That could be responsible for the charges.

so you confirm that the only 1 place to disable data usage in IPhone is to disable 3G ? and the problem is from the ISP?
JohnBusiness Consultant (Owner)Commented:
Go to the iPhone, Settings, Cellular.

There are two settings:

Cellar Data and Enable 3G. You can turn OFF 3G but data and the phone still work. You can turn OFF both but then nothing works, specifically the phone does not work.

If you turned both off already then talk to your ISP.

If you left cellular ON but turned 3G OFF, all you did was slow down the data.

so based on your confirmation it is caused by ISP which we already coordinated with them but they didn't help us !!!!

Thanks Sir

@Marwan Osman  - Thanks for the update. I think I would be inclined to go back to the ISP and escalate.
