What's the proper steps to use the Visual Studio Online for source control?

I looked but it seems vague exactly how to use this.  So, do I have to
1.create a project in VS Online account
2. Create a project locally on my pC.
3.  Somehow link my local PC project to VS online?

If not correct the above steps then how to do it?

If you want to use TFS Online, then you need to connect to it, as described here:

Connect to Visual Studio Online
https://www.visualstudio.com/en-us/get-started/setup/connect-to-visual-studio-online-vs

The URL to the server should be
     http://{youraccount}.visualstudio.com
