Windows 8.1 Pro Laptop Unable to install KB3035583

I have a lenovo ultrabook with Win 8.1 installed, and I simply cannot install Update KB3035583.  I've tried all kinds of things such as using sfc /scannnow, using the DISM tool cleanup and repair, etc.  I keep getting error code 80070BC9. Sometime it tells me the update is not compatible as well.  I really do not believe a system refresh should be necessary to fix this problem as some articles on the Internet suggest.

It says you must have this update installed first - https://support.microsoft.com/en-us/kb/2919355

Do you have that? You might want to try reinstalling it first.

No its not installed, and Windows Update does not ask for it.  So I downloaded it, and when I try and run it, it states "the update is not applicable to your computer."

Windows is not trying to manually install it.  I saw that it was a prereq so I download it and tried installing it to no avail.

If you go to Control Panel - Windows Update and let it check for updates, does that KB3035583 appear in the list? If not, you may not need it.

Only KB3035583 is available for download, and it will not install failing with error code 80070BC9.

If your own system is not picking it up via Windows update, then I would not worry about it. You're trying to manually install something you don't need or doesn't work with your current system.

That update installed on my ThinkPad X230 Windows 8.1 Pro 64-bit machine on May 19  (10 days ago). Try this:

Go to Windows Update and run Updates manually. Now look in Recommended updates and see if there are recommended updates not done. Do all recommended as well as critical updates and try again.

You may need to reset Windows Updates. Here is the Windows Update Troubleshooting site and there is a Fix It that you may be able to run

I actually have done all the things you mentioned, and it remains as available upload, but fails with the error indicated above.

Remember, there's still the option to do an inplace upgrade (repairs), that is not destructive like the refresh. It will overcome problems with updating.

You can try several things:

1. Wait until the next Patch Tuesday (soon) and see if the next batch of updates resolve this.
2. Run System File Checker. Open cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete, shut down (power off), start up and test.
3. Run DISM:

Open cmd.exe with Run as Administrator.
DISM.exe /Online /Cleanup-Image /Scanhealth (takes 15 - 20 minutes).
DISM.exe /Online /Cleanup-Image /Restorehealth (takes 15 - 20 minutes).
Restart the computer and test.

I ran both DISM commands and rebooted.  It showed two updates:  KB2976978 & KB3035583.  I tried installing them together, and got the same errors:  8007371B & 8007054F.

Try hiding KB3035583. It is the Get Windows 10 update that allows you to get Windows 10 for free. You will be able to upgrade later if you wish. Hide KB2025583 and then try updates again.

I tried the DISM commands again, and it finally indicated it was corrupt.  I hid the update for now, and scanned for updates which indicates there are no available updates for now.  I will probably do an in place upgrade or a refresh.  The unit is a Lenovo utlabook, so I do not think it shipped with media.

The Ultrabook would not ship with media but you can get Recovery DVD's from Lenovo inexpensively and quickly. Reinstalling Windows is your best course of action at this point.

Yes, that is what I figured.  Thanks for your help.  In order to be fair, I will split the points between you and McKnife since he kept pushing a system refresh/in place upgrade, etc.

It's no biggie.  Maybe a complete reinstall is the wiser and probably the safer choice!  The machine still runs fine for now, and when I get the reinstall media from Lenovo I'll simply conduct a complete reinstall and be done with it.  I was just hoping for a quick fix, but my situation did not turn out that way..
