windows 2012 -- hyper v, external usb ?

Are there easier steps then to get USB hard drives to appear on VMs ?

Currently I just plug it in and the HOST sees it, but the VMs do not unless I do all the above steps.

Not that I'm aware of. Microsoft has made it clear that they are headed in a cloud direction with Hyper-V. Their best practices show that anything that requires tied in physical hardware (like dedicated USB licensing dongles) are not a fit for Hyper-V. And in a way they are right, things like that get in the way of truly redundant and fault tolerant solutions.

I always recommend grabbing ISCSI devices to work with Hyper-V. Synology DS115J devices are good 100$ enclosures for a hard disk that can present ISCSI.

At present Hyper-V does not support USB, unlike VMware vSphere.
