Allow Server 2012 user to re-start only

Is it possible to create a local account on Server 2012 R2 that can re-start the server, but not see or do much else?

Sometimes  I need a local person on-site to re-start the server but i don't want them to be able to do much else, preferably not even see most of the folders on the server?

You could either create a GPO or a local security policy.  For local security policy, do the following:

- Run gpedit.msc
- Expand Computer Configuration, Windows Settings, Security Settings, Local Policies
- Click on User Rights Assignment
- On the right hand side, double click "Shutdown the system" and assign desired user

Just a note, restart is part of shutdown and thus you need to assign this right to the user.
