You would need to add the users to the local 'Network Configuration Operators' group, you can do this via restricted groups to add domain users to this local group.

Not really, once you grant the 'right' to change it, then you can change it to whatever you want to.

For something like this specifically what I would recommend is setting up DHCP reservations for this particular user in each of your locations where you have a DHCP server. This way they do not have to configure Static IP's and also DHCP is automatic and with a reservation they will get the same IP each time depending on what site they are connected to.

you are right but some time managers ;) take their notebook`s to sites out of the work not provide ip via dhcp

Not sure why you wouldn't have a DHCP server in a site? Static Ip's become an issues because it is not only the IP they need to know they also need to know the Subnet Mask and gateway as well. If they type any one of these incorrectly they will not be able to access the network.

Also if you do allow them to set static Ip's if they leave a location where they needed a static IP and go to another location that does not have the same internal network address they will once again not be able to connection to the network until the IP is changed again.

Having a DHCP server is a pretty fundamental service which any environment can benefit from. If you already have a router or a server in there DHCP is configurable on both devices.

I would then just implement a DHCP server in sites where you do not have one. Either with the router or servers you have in this location.
