Mails bounce back when sent to outside domain

We have Mailing solution taken from an mail hosting company(third party)

There is user when sends mails to any outside domains mails bounce with following message. Same is case when user sends message thru web-mail interface also. Even bounce message is same.
So contacted service provider, they said local user system is infected so i formatted and reloaded. But there is still same error.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

They are either intentionally (or by infection) sending too many emails...

OR...

Perhaps the account is being used by another to SPAM... (Change the password to prevent this!)

As per Google limits:

Each Standard Edition account can currently send to 500 external recipients per day. [Premier and Education Edition users can send to 2000 external recipients per day.] The email addresses can be distributed among the To:, Cc:, and Bcc: fields.

The limit is daily, so perhaps try again after 24 hours of inactivity...

The SMTP server has flagged that users account as a spammer...

It might have an hourly or daily limit for sending...

If you cleared up the infection, and the user is not INTENTIONALLY SPAMMING, you will need to wait until the account resets with the provider...

The more you test too soon, the more you aggravate the problem...

In the interim, you can either try sending via a different SMTP server, or a different account, until it resets.

You can also contact the vendor and see if they can manually reset that account for you (or at least tell you what their ACTUAL limits ARE!)

Loo at the full bounce message header to see the source of the rejection.

Do you manage/control the outgoing mail server? Check the logs there to see what is going and what it is reporting.

User doesn't look to be intentional spammer since is computer lame man.
I formatted the system 1.5 days ago till then system was shutdown. Today morning and sent first mail and error came.
It was more the 24hours till time  account should have reset. But not luck today morning also got bounce message.

Is this an internal mailserver, o365?  You gave to look at the mail handling policy through which these outgoing emails are being sent to see whether it hits a policy restriction of this user mailbox.

Look at the full headers of the ndr/bounce back to identify the source of the message.

The information you posted only provide minimal insight on what might be going.

Are you able to confirm that the bounce back the user is getting is from their servers versus coming from the mail servers of the destination email address?
Have you contacted them to look at this issue?

Does your mailbox management interface provide control how many messages/relays each user can send? If so, check this user's configuration.

Reply: Bounce back message is hosting  company itself , because mail never reach the destination email id.

Reply: Interface is simple and not advanced features are provided.

Contact the hosting company and have their mail admins look at the issue and provide an explanation if one is needed.  Given your statement that the management interface does not include options that would limit an outgoing number of emails, it would leave it to their side imposition of limits.
