I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

try this:

create an account with standard access type, then go to the group policy and find "always install with elevated priviliges" and enable it, then try to install and remove a program by the user created.

see the steps in the below link:

Is this tablet joined domain

If yes you can do that from group police
First Create group named #as you like#
From group police
Computer configuration
Polices-windows settings-security settings
-restricted  group-add your group

The tablet is not on the domain, it is a standalone tablet.

We’d all like to think our company’s data is well protected, but when you ask IT professionals they admit the data probably is not as safe as it could be.

"always install with elevated priviliges" has to be avoided at any cost since it undermines the security heavily.
If we let people install whatever they want, their system is quickly under their control. There is in fact no secure way within windows.

We can only use software deployment and assign msi packages to users so that they can install those on demand using ->appwiz.cpl->"add a program from the network". Shown here:
All other methods are not suitable if you want to be secure at the same time.

You can reverse your question

can i restrict admin user

you can give any user admin privilege and from gpedit.msc
you can allow only your administrator to do admin operation like (share folders- change network settings - change date and time - shutdown and restart etc...
