"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Your GIF is 96x67 pixels and the globe is 37x37 pixels.
You cannot divide 1 pixel, so "perfect centered" does not work. You must use +/-1 pixel tolerance.
In other words, if you divide the globe with 2 axes, one vertical and one horizontal to find its center you have to choose 13 or 14 pixels. And for the rectangle around you must choose 45x 33 or 34 pixels.
Is that the final size? To the near naked eye it is centered.
If you are wanting it alot larger then....
Your GIF has 30 frames.
Below is the 1st frame on which I applied 2 lines in the middle of the background rectangle.
It seems perfect center with the center of the globe.
I do not think you have to modify anything.
