Machines are not getting favorites installed via GPO in IE11

We are upgrading our IE explorer to 11 and none of our favorites which are pushed out using GPO's are getting to the machines. I ran gpresults and the GPO that has the favorites are being applied.

Is there something I need to do within IE11 to get those favorites pushed out? We are going from IE8 to IE11.

We are in a 2008 server, Windows 7 environment.

I think it has to do with IE11 and "Internet explorer maintenance" being removed and I need to use "Group Policy Preferences" now? Does that sound right.
Yes that is correct. You need to setup favorites a different way in IE 11 via GPO. This article gives you some screenshots on what it looks like.
