Is there a online tool that can easily be used to call and test if a web service is running?

I thought it's  but going there it asked me to download its software.  I thought I have done this online testing a web service before.  does any one know where and what that would be?  
I downloaded the soapui but it looks complicated to learn.  I just want to call a JAVA SOAP web service that is installed on one of our Intranet Aapche server.

I created a project/test case in SoapUI and I got similar error in it as I get in VS2013 calling this web service.  However, my question is why it refers to "https://localhost:844s..." indicated in the bottom of the screen shot attached.  I gave it a wsdl that is on one of our Intranet Apache server but this url looks like its access my local development PC where I'm running SoapUI.

This is what I see in the Raw value tab,
POST https://localhost:8443/opas/api HTTP/1.1
Accept-Encoding: gzip,deflate
Content-Type: text/xml;charset=UTF-8
SOAPAction: "tns:getProtocol"
