Error when installing Exchange 2010 SP3

I need to migrate from Exchange 2010 on Server 2008 R2, to Exchange 2013 on Server 2012 R2.
I am trying to install Exchange 2010 SP3 and failing immediately with this error:
Entry DN: CN=ms-Exch-ELC-Expiry-Action,CN=Schema,CN=Configuration,DC=ON-FOCUS,DC=local
Add error on entry starting on line 1: Operations Error

The server side error is: 0x21a2 The FSMO role ownership could not be verified because its directory partition has not replicated successfully with at least one replication partner.

The extended server error is:

000021A2: SvcErr: DSID-030A0B6B, problem 5012 (DIR_ERROR), data 8610

An error has occurred in the program

I have Server 2012 R2 running as a  Hyper-V host, with several VMs running Server 2012 R2 (DC, File Server, Apps Server, etc.) The only exception is the Exchange server because we have come from SBS 2003 and apparently can't run Exchange 2003 and Exchange 2013 together. I setup server 2008 to run Exchange 2010, migrated Exchange and everything else and have turned off the SBS 2003 box. I need to install Exchange 2010 SP3 as the next step in migration to Exchange 2013.

Did you decommission SBS? The error indicates you have DCs that aren't replicating. If you didn't retire SBS and simply powered it down then it is still a DC and it isn't replicating. That's a huge problem. If SBS still has exchange 2003 installed, that'll be an issue too. It isn't enough to just migrate the data. You have to properly decommission the old server too.

I uninstalled Exchange 2003 from the SBS installation. But the SBS DC could be a problem...
I just checked and the SBS server is still showing as a DC.
So I guess I need to power up the SBS box again and remove it as a DC. I'm not exactly sure how to do that but I can probably work it out.

Yep that was it!
Previously the installation didn't even get one second in before it failed. I'm well past that now, so I wonder if it will get all the way through this time...

Thanks, that was exactly the cause of the problem and it went through successfully once I demoted the SBS system from the DC role.
