What is there on the USB? Does it boot from this exact USB stick on any other PC?
Besides all the settings you changed, have you also made sure the boot order in the BIOS is set to first boot from the USB device?

What is it you are trying to boot from, a USB stick? CD/DVD in external optical drive? If it is a USB stick, sometimes they show up in the BIOS as an HD, and in such a BIOS you normally have to change the HD priority for the USB stick to show up first, and not anything for USB.

So if you call for Boot Menu by pressing F12 or F11 - you see the USB stick - right?
I have seen this behavior as a result of Windows 8's "fast boot" feature (note: that's not a bios feature).
So first, do a full shutdown like this: on the Metro start page click on "shut down" while you Keep the shift-key pressed - this will enforce a full shutdown - then retry.
