GPO not working

i have created a GPO that will enforce  password restrictions to the domain admins account.  i have linked it to the top level and clicked enforced.  i am only applying it to a specific global security group and added a user in the  group.

the problem is that it is not working.  

what am i missing?

You CANNOT apply additional Password Policies using Group Policy other than using the Default Domain Policy. If you want to apply additonal password policies to individuals or groups then you need to create PSO (password setting object) and use Fine Grained Password Policies.

Another note, you need to make sure that you have a Forest/Domain Functional level of 2008 or higher.
