Switching between Meraki AP's not functioning.

We have (3) Meraki 34's in a relatively close distance, neither is close enough to Mesh for whatever reason.
My question is, how do I get the clients device to switch from one Meraki to the other. currently we have to disconnect and reconnect to the SSID and it'll associate with the closest AP at that point.
If they have to be meshed, how come they can't see each other.

My layout is AP 1 (in the front of the building), AP2 (in the middle, open area) then AP3 in the back.
I can connect my device to AP3 when standing under AP1(While AP1 is off) and yet AP1 nor AP2 can see either of each other to connect to mesh with. THe signal strength is descent to each AP yet they don't get the frequenct strength to be considered "meshable."

These thing are pretty darn close to each other so I can't imagine that we need to have even more just to mesh; that's not worth it.
We're only in a Gym and it's pretty open floor plan.

You don't 'need' them configured as a mesh.

You need to tweak the roaming thresholds at the APs and the clients.

If a client sees 2 APs with a signal below a set threshold it may not trigger the roam process because the signal parameters are adequate as specified by the thresholds configured.  Once a threshold is breached the roam may occur.

Connecting to the closest (or strongest) AP when not already connected to an AP is managed by a different set of parameters.
