FileCopy no permission

I am trying to run this code and I get a File Not Found Error.  The file is there.  I think it is a Permissions problem.  I am using Windows 7. I go to C:\ and look at the Properties and I am not sure what to do next.  

FileCopy "C:\test.xls", "C:\moe.xls"

Do you have the test.xls file on your C:\ drive?

Win7 is picky about authority for C:\. The easiest solution is to pick a different directory. I like to create a C:\Install directory that I use as a medium-term "temp" folder. I put test files there, and downloads that I plan to install soon. The short directory path is also handier than using the desktop.
