I changed the WordPress URLs in General -&gt; Settings and now I cannot log in.<br />

The installation is on a Windows 2012 server, so I do not have access to phpMyAdmin.<br />
<br />
I have tried changing settings as noted here: <a href="http://codex.wordpress.org/Changing_The_Site_URL" rel="ugc">http://codex.wordpress.org/Changing_The_Site_URL</a>, but I am still unable to log in.<br />
