Converting a DVD to downloadable digital video file

I have a DVD comprised of five (5) VOB files. 001.VOB is 114KB; 002.VOB is 1.05GB; 003.VOB is 1.05GB; 004.VOB is 1.05GB; and 005.VOB is 433.3KB.  I want to convert them to downloadable video file. I would like to have the resulting file be no larger than around 1GB, if that is possible, without making the displayed video too small and/or too fuzzy.

Another concern is that I want the downloadable file to be playable on all the major platforms -- Windows, Mac OS, iOS, Android, etc.

So, two major questions: what is the best format (MKV, MP4, AVI, etc.) for this conversion to maximize the size and quality of the video image while keeping the file size down -- and making it playable on all the major platforms.

What software is the best for converting the DVD to that video format?

Thanks for your help. Handbrake worked great, but it created five separate videos -- one for each of the VOB files. I couldn't find a way to configure Handbrake to merge all the VOB files into a single MP4 file. I was able to find a separate application --  Avidemux -- that enabled me to merge the files. So,  I now have my single MP4 file and it's only about 240MB!
