let suppose witness server is kept on DC not DR then how to make our exchange online when DC got down because witness is kept on DC.

Just remember, until  your DAG have two-third votes, it will be up. How you make it, it is up to you to design. If your server count is even, then you need to add witness server. Read this:

I know, you are expecting answer from MAS. However, I also thought to answer it. Review it.

You need to activate it manually. Alternate witness server doesn't mean an automatic failover. To implement it, you first need one more server in your DR site, it can be any windows servers, don't need to be Exchange. Then you need to add Exchange trusted sub system under local admin group of that member server, if it is a having exchange then you can exclude this step.

Then goto to EMC>Org Config>Mailbox>DAG>Cilck DAG Name>Properties>Under alternate witness server give servername and alternate directory path>click apply and ok.

Remember, you need to use in scenario, where primary site is not going to come up fast or completely gone. Remember to read articles, I gave above.

Let me try to make it simple for you. I don't know your current design, lets that this example. This is for Active/Passive stretched dag model.

Primary Site:
2 CAS
2 HUB
2MBX
1 Witness
HLB

DR Site:
2 CAS
2 HUB
2 MBX
No Witness
HLB

Lets say your primary datacenter is gone completely and you cannot bring it back. Then, first you need to setup one more witness server in DR site. Shrink your DAG, by removing Primary data center servers. Point your DNS record to DR site, once you achieve the two third vote, you can mount the DB and thinks are back to production. Steps are here:

now i am going to close this Q but finally tell me is there any way to bring exchange up and running fine in case of no witness server available in DR.

now tell me is there any way to move traffic to DR site on emergency basis?

If your witness server is reachable you can move traffic to dr site, else you need one more alternate witness server in dr site.

You need a FSW. you can configure any PC as FSW for DR as DR will be in use only when there is a datacenter swithover. Add "Exchange Trusted subsystem" to the local admin group of the PC to configure as FSW

Exchange will use FSW when you failover to the next datacenter. I hope you enabled DAC on the DAG.
