Hmmm you have the epel repo, so it should be in there ... Is a "yum update" working?
What is the result of "yum search openstack-" ? Or does "yum whatprovides openstack-neutron" give a result?

I did yum update didn't help.

do you know where is the repo for neutron ?

Hmmm, you could download the packages from here:

This is the juno release ... There's centos packages in there as well
