Using user defined to copy values to another sheet

We have a data extract that has hundreds of values in it.  We need to only pull some of the values, say every 60 rows.  For example if the user wants to start the coping at row 10 but only pull every 60 after that.  Is there a way to do that?

Use this formula in F2 and copy down

=INDEX(B:B,(ROW()-2)*60+$E$2)
