"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

From what I remember,...
You have to open the database in "exclusive" mode to do this.
On the File tab, select: Open
Select the database you wish to set the PW for (Meaning, click once to select the file, ...Do NOT double click file )
, ...then you should see the "Open" button with a little dropdown, click the little dropdown and select: Open Exclusive
Once the DB is open, File again
Then you should see an option to "Set Database Password"
