First you need the content.  To get the content you need to have an agreement with each distributor.. This involves an initial payment and then a payment per viewer.. it would be best to have a robust content distribution network i.e. Amazon Cloudfront, Akami, Cachefly, Some distributors will want you to restrict the content to specific audiences for this you would use a geo-location service to determine the clients ip address and the location for that ip address.  Geolocation is also used by the CDN's to determine the lowest latency server to serve the content to the end user. You can either create your own viewer or use something like jwplayer or just use html5

The hardest part is licensing the content. Then there is how is this going to be paid for.. advertising, subscriptions.. The initial problem is having enough funding to get to a level where you are showing a profit or at least revenue equals your expenses.  If you don't use a CDN then your bandwidth costs will be astronomical.

Thanks you so much for your guid, as your guide I need four step:
1. CDN for uni-cast to viewer
2. Geo-Location for viewer location that have right to view
3. web viewer using jwplayer or html5
4. licenses

for the hardest to contact to TV Station for license. I want to use it for MAN (Network), so every thing is use local network. so I need process for two step:
1. CDN
2. Web viewer using jwplayer or html5
is that right?

That's about it.. Getting content rights is the most difficult the rest is simply plumbing.. then there is bandwidth costs..

You can't afford to make your own CDN.. Even Netflix uses Amazon Web Services as a CDN
