Java security issue

I'm trying to connect to a site that java says is unsafe.  So I put the url into the java exception list, but the site / content is still blocked

Looks like two different considerations:

a. site is unsafe
b. app(let) is unsafe

I don't see why adding the site to the exception list still doesn't allow me to go there.
It is allowing you
It's not allowing me to enter the chat room.

The message you are getting says the certificate for that site is either expired or not yet valid.  Java views this as pretty serious and advises against running such sites.

However you can disable Java by filling in the box at the top left of  the Security level tab in the Java Control Panel.  You should re-enable Java for visiting other sites if you want the Java protection.
I disable Java, don't get the same error, but says pluggin is not supported. (see picture)

You shouldn't disable Java unless you're not ever going to use it. What you need to do is set the security settings so it allows that app(let) to run
What security settings should I set besides excluding the site, as in the attached picture?

Why would you exclude the site if you want to connect to it? This is all very confusing ...
as a client there is not much you can do it is up to the site to fix things. What you can do is remove java and then use a lower version (out-dated) which does not have these security constraints and not upgrade your java..  Be advised that doing this puts your computer and your data at risk.. My personal opinion is that if the site is not willing to conform to current security practices then I'm not willing to use that site.
I don't think you've added the correct exception as the site is framed. Try removing that one and adding exactly the below instead. A restart of everything will probably help, but particularly the browser

If you have a JDK installed, you can try the below from the command line (works for me)
appletviewer http://www.starchat.net/chat/applet.php

FYI: adding http://www.starchat.net/chat/ worked for me after 5 acceptance(s)
