VBA removing some but not all

My code should remove anything not in the group defined, but it does not remove "RMGR".
ALL OTHERS that should be removed were....can anyone tell why?

Sub delservices()
Application.ScreenUpdating = False
Reduced_Data.Activate

    Dim i As Long
    i = 2
    Do Until i > Cells(Cells.Rows.Count, "A").End(xlUp).Row
        If InStr(1, Cells(i, "a").Value, "PO", vbTextCompare) = 0 And _
        InStr(1, Cells(i, "a").Value, "SO", vbTextCompare) = 0 And _

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Because this code only deletes a row then the substring is NOT found.  If "RMGR" is in the cell, then line 22 of your code returns a value greater than 1 and nullifies the entire logic test.
