vb 2013 command to turn off the screen but not the pc

Hello Experts,

We need for certain negociators these ability,to be able to turn off or on  the screen when they want; but not the computer.

Meaning if they press a button screeen goes off and waits undefinitely until same button is pressed and the screen is on again and nothing has changed.

Cant be sleep mode or hybernate mode because they somehow disturb the pc itself not only the screen.
Cant be screen protector because it happens at a certain interval.... has to be manual... when the user requests and fast no recovering of environment....

Only turn off just the screen!
